POLICY
University personnel are responsible for following applicable federal and state laws and regulations when engaging in the following activities relating to the transport and shipment of hazardous materials:
- Packaging,
- Marking,
- Labeling,
- Preparing documentation,
- Loading and unloading,
- Offering materials for shipment,
- Offering materials directly to common carriers for transport, or
- Transporting materials in passenger baggage on a common carrier.
Definition
This policy applies the definition of hazardous materials published by the United States Department of Transportation in 49 CFR 171.8.

Hazardous Wastes
This policy does not apply to hazardous wastes. See S70.40, S70.41, S70.42 for procedures for managing hazardous chemical wastes. See S90.80 for procedures for managing radioactive wastes.
SHIPPING ASSISTANCE
Washington State University personnel who intend to offer hazardous materials for transportation or shipment must contact a trained University official for assistance. The required training must be in conformance with 49 CFR 172 Subpart H.
Exceptions
Internal WSU Transport
The above requirement does not apply to transport of hazardous materials by University personnel using University or private vehicles when the transport is between two WSU locations, within a single WSU campus, or to and from a field location where WSU official business is conducted.
NOTE: University personnel employing the above exception should take all reasonable precautions to minimize risks and ensure that hazardous materials are safely transported between WSU sites.
Radiation Hazards
All outgoing University shipments of radioactive materials or radiation machines must be coordinated through the Radiation Safety Office; telephone 509-335-8916. The Radiation Safety Office handles all aspects of such shipments, including coordination with the transporter. This requirement applies to all University locations.
WSU Pullman
Central Receiving processes all shipments of hazardous materials (other than those noted below) from WSU Pullman. Contact the Hazardous Materials Shipping Coordinator; telephone 509-335-4529.
Non-Pullman Locations
At non-Pullman locations, contact the Environmental Health and Safety (EH&S) representative to process hazardous materials not presenting radiation hazards.
WSU Vancouver

PREPARATION
Only trained personnel may prepare hazardous material for transport or shipment. The required training must be in conformance with 49 CFR 172 Subpart H. Functions that require hazardous materials training include:
- Determining hazard class of materials.
- Selecting packaging materials.
- Filling the packaging with materials.
- Securing closures on packaging.
- Marking packaging.
- Labeling packaging.
- Preparing dangerous goods declarations.
- Providing and maintaining dangerous goods emergency response information.
- Reviewing dangerous goods shipping papers for compliance and records retention.
- Certifying that a hazardous material is in proper condition for transportation in conformance with Hazardous Materials Regulations, 49 CFR Subpart C.
Importing Materials
Persons importing hazardous materials into the United States must provide the shipper and forwarding agent at the place of entry with information regarding the requirements of the Hazardous Materials Regulations (49 CFR Subpart C) applicable to the shipment while in the United States.
Exporting Materials
Persons exporting hazardous materials from the United States must comply with the common carrier's requirements and any applicable regulations of the foreign country.
NONCOMPLIANCE
Noncompliance with federal hazardous materials regulations potentially exposes the University and the individual shipper to fines, civil actions, and imprisonment. In addition, noncompliance with applicable federal regulations and this University policy could result in property damage, injury, and death.
Noncompliance with this University policy exposes a University shipper to University disciplinary action.
