Summary of Proposed Changes
WAC Chapter 504-15, “Campus Parking and Transportation Regulations”
WSU Pullman Parking WAC Revision (PROPOSED)

This is a summary of the proposed changes to the Campus Parking and Transportation Regulations at WSU Pullman. These changes will be subject to the process defined by the State Code Reviser which includes a publication period, a public hearing on campus, and review and action by the Board of Regents. Prior to that process, these changes will be subject to our own on-campus Internal Review Process that is used for major changes to the parking and transportation system, and which is conducted by the University Parking and Transportation Task Force.

The Task Force will appreciate your thoughtful written comments by Friday, November 16, 2007. If approved by the Board of Regents as scheduled during the Spring Semester, these new rules would take effect July 1, 2008.

 This proposed revision:

1.

Updates language and definitions, and adds definitions for clarity.

2.

Removes some minor cost recovery fees (e.g. permit and keycard replacement, etc.) from the WAC which would be included in the published parking fee schedule.

3.

Expressly assigns authority to a Vice President for the designating parking areas and closing areas to vehicular traffic. (Page 1)

4.

Adds and modifies definitions to support new sections and clarify existing sections. (Starts on Page 3)

5.

Adds a description of a “Departmental Permit.” (Page 18)

6.

Clarifies the rules related to parking for persons with disabilities. (Starts on page 19)

7.

Provides that eligibility for Persons with Disabilities (PWD) Parking Permit is established through the State Department of Licensing and no longer through WSU parking. (Page 20)

8.

Establishes three types of PWD parking permits: (1) a Blue PWD parking permit, which would provide accessible parking in all surface parking and pedestrian malls; (2) an Orange PWD parking permit, which would provide accessible parking in all Orange zone garages as well as all surface parking areas and pedestrian malls; and (3) a Visitor PWD parking permit, which would provide access to all surface parking areas. (Page 20)

9.

Clarifies when a state-issued PWD parking permit is valid, and when a WSU-issued PWD parking permit is valid. (Pages 20-21)

10.

Establishes a Parking Fee Assessment (PFA) which provides a way for university departments who neglect to make pre-arrangements for parking for guests or employees performing duties on behalf of the university to pay for parking after the fact. (Page 22)

11.

Makes general reference to reciprocal parking agreements which will be described specifically using Memorandums of Understanding (MOU’s). (Page 23)

12.

Provides for the establishment of internal policies regarding disposition of parking tickets. (Page 25)

13.

Provides that a late fee be applied for parking tickets which remain unpaid 30 days after the date of issuance. (Page 25). This is being changed to conform to common billing and collection cycles. The current rules provide 45 days before a late fee is added.

14.

Clarifies some Appeal Procedures. (Starts on Page 27)

15.

Creates a new section, PART V, which consolidates the rules related to towing and wheel locking. Most of these rules are not new, but simply moved. (Starts on page 28)

16.

Requires that three unpaid parking tickets be eligible for a late fee (i.e. 30 days old) before a vehicle is eligible for wheel lock. (Page 7, 30) The current rules provide that any unpaid parking tickets determine eligibility for wheel lock regardless of the age of the tickets. (In practice, however, the three unpaid parking tickets had to be 10 days old or older.)

Provides for a “Pre-deprivation Letter” and additional appeal period to the registered owner before determining wheel lock eligibility. (Page 30)
