Civil Service Reform

The following is a list of the numerous items that have been updated in the HEPPS System to accommodate Civil Service Reform.

The Department of Personnel, as part of this project, changed the definition of Job Class from all numbers to numbers and alpha. This seemingly simple change was reportedly done to accommodate another higher education institution without giving us an opportunity to provide comments. Job Class Codes are embedded throughout the Payroll, Personnel and Position Control Systems. The Information Technology estimate to modify our systems was high. It was larger than the Y2K effort from 1999. Since there are different human resource systems throughout the state, information was only provided on what needed to be done, not how it was to be done.

At WSU, representatives from Position Control, Payroll, Human Resources and Information Technology have been working together for several months in preparation for the first Group Job Class Conversion.

Even though classified individuals have been notified of their new Job Class Numbers and Titles, we will continue to use the old Job Classes in HEPPS and display the new value. You will see the old Job Class value on the HEPPS conversation QPREXP. Expense Transfers will be processed using the old Job Class value. The new value will be stored on the Payroll Expense File for reporting purposes starting with the June RG1 payroll calc.

Terms

Classified employees have been defined as Primary Employee Type “C” for classified and Job Class Codes 2NNN-6NNN. Some classified employees were considered “represented” by bargaining units while some classified employees were considered “non-represented.” With the implementation of Civil Service Reform July 1, 2005, it is time to think of classified employees in these two groups:

  1. Civil Service Employees – non-represented, no bargaining unit
  2. Collective Bargaining Employees – represented, in a bargaining unit

Pay Scale Problem

Currently, all Payroll, Personnel and Position Control processes having to do with classified employee salaries depend upon the existence of one classified employee salary schema provided by the Department of Personnel. Until such time as our legacy systems can support more than one classified salary schedule, most future salary increases will invoke the salary variance indicator on the appointment to override the amount on the existing salary schedule. One needs to use caution when using Query Job Class (QJC) in HEPPS Inquiry when you view the pay scale since it may not correspond to the current salary schedule. The payscale displayed in Query Job Class is for the non-represented classified employees.

Salary Variance Indicator

The Salary Variance Indicator is located on the APPOINTMENT screen in HEPPS Inquiry in the lower left-hand corner of the page with the heading of Salary Variance. A Yes value indicates the salary is not on the current classified salary schedule.

HEPPS Conversations

The Civil Service Reform Job Class Number and/or Title have been added to the following HEPPS conversations:

A new conversation called Query State Job Class (QJCS) has been added to HEPPS Inquiry so users can query the new State Job Class Table. Please note that currently there is no connection to pay scale once one queries the State Job Class. Future plans involve providing such a link.

Revisions to Work Period Code

The values to the Work Period Code on the Appointment and the Work Period Code on the Position have been modified due to Civil Service Reform:

A new State Job Classification Table State-001 has been established containing the following fields for the new Job Classes:

JBCLSNST-ACTIVE-IND (A1)

Modification to Payroll Expense Files

A new field was added to the Payroll Expense and Payroll Expense History Files to capture and report the new Civil Service Job Class: PREXP-JB-CLASFN-ID-ST-RPTD.

Financial Data Warehouse

Job Class fields will be completed at a later date.

Bargaining Unit Picklist

The picklist was added to the element known as Bargaining Unit on the Appointment Screen. To view the Bargaining Unit numbers and descriptions, move the cursor under the Bargaining Unit Value and press the PF6 key. Then press PF6 again to view the entire picklist. Press PF7 to view additional text.

Overtime Eligible

WAC 357 uses the phrase “overtime eligible” (OE) or “overtime exempt” (OEX) throughout its text. These new designations replace Regularly Scheduled, Alternate, Nonscheduled or Excepted Work Week designations on positions and appointments. Civil Service employees’ appointments and positions will be updated with the appropriate values in the work period attribute.
