Graduate Student Domestic Partner Benefits

Graduate Assistant Health Benefits

Graduate Student Assistants who wish to cover dependents have several options from insurance carriers that offer individual coverage. For information on these polices and premium costs, see http://www.insurance.wa.gov/.

The State of Washington also offers a subsidized-premium policy called the Basic Health Policy (BHP), which provides comprehensive coverage at a low price for qualifying families. The BHP may have a waiting list for coverage up to 6 months. A temporary policy or individual policy may be purchased to provide coverage while waiting for BHP coverage to begin. For information on the BHP, see http://www.wa.gov/hca/basichealth.htm. At this time there is no coverage for domestic partners for graduate students who are on assistantships.

Graduate Students Not On Assistantship Health Insurance

Same-Sex Domestic partners and their dependents shall be granted the same student medical insurance as those provided to married spouses and their dependents, except where prohibited by law. All policy provisions that affect students, spouses and their families also apply to students, same-sex domestic partners, and their families. Married couples and same-sex domestic partners alike will be given the opportunity to enroll into the Student Medical Insurance Policy offered to students.

This Policy covers same-sex domestic partners defined as two individuals who live together in a long-term relationship of indefinite duration. There must be an exclusive mutual commitment similar to that of marriage, in which the partners agree to be financially responsible for each other's welfare and share financial obligations.

Domestic Partner Qualifying Criteria

In order to be recognized as same-sex domestic partners by Washington State University, both individuals must meet all of the following criteria, sign an Affidavit of Same-Sex Domestic Partnership form, and submit any necessary documentation to the Benefit Services Office.

  1. Both domestic partners must be unmarried.
  2. Same-Sex Domestic partners must have been in a mutually exclusive relationship for the past six (6) months and intend to do so indefinitely.
  3. Same-Sex Domestic partners must have shared the same primary residence for the past six (6) months.
  4. Same-Sex Domestic partners must meet the age requirements for marriage and not be related by blood to the degree prohibited in a legal marriage in the State of Washington.
  5. Same-Sex Domestic partners must be mentally competent to consent to contract.
  6. Same-Sex Domestic partners must be jointly responsible for "basic living expenses." "Basic living expenses" can be defined as the cost of basic food, shelter, and any other joint expenses. The individuals need not contribute equally or jointly to the cost of these expenses but must agree that they are jointly responsible for the cost.

Same-Sex Domestic Partner Dependent Coverage

A child of a same-sex domestic partner qualifies as an eligible dependent if: Either of the same-sex domestic partners is the biological parent of the child. Either partner is the adoptive parent of the child, or the child has been placed in the household as part of an adoptive placement.

Student Recreation Center

Full time students are automatic members of the Student Recreation Center with a fee charged with tuition. A spouse or partner is eligible to purchase a membership. A partner is the sole person with whom the student shares a relationship of at least six months, resides in the same household and shares expenses and responsibilities. http://cub.wsu.edu/urec/src/memberships/categories.shtml

Washington State residents who are not affiliated with Washington State University may use Libraries resources and services, and borrow library materials. Individuals 16 years of age or older may apply for an off-campus borrower card at any WSU Libraries Circulation Desk. Washington Administrative Code (504-40-020). Student Family Housing

Occupancy of the apartment is limited to the student resident, legal spouse, or legal dependent(s), or in the case of a single parent/guardian with legal dependents, one additional unrelated adult. If you are a single parent/guardian with legal dependents who wishes to have one additional unrelated adult living with you, you must include their name and date of birth on the application.
