| The developer has some flexibility on when to initiate construction. I have
heard the general rule that the plant must begin operation within around
5 years of receiving the permit. If the construction interval were 2 years,
the "shelf life" of the permit would be around 3 years. Maintaining
this flexibility might require applications to the air districts for extensions. |
